Crashes PC Mover Express installer (installshield)

Tried to install PC Mover Express (free Laplink app handed out by MS) to transfer my files and settings from my old Win10 PC to my new one; unchecky popped up and said "you are about to install an unwanted program" so I clicked "disallow" (or whatever the answer is), then tried to read the T&Cs in the laplink installer to see if there was something bad in there (there's only one option - Accept or don't accept - so I can't see a way of unchecking additional installs) but the installer is now frozen (I can't close it other than with Task Manager).

Known problem?
